The bill "On Organic
Production" (Reg. No. 7003) guarantees rational use of soil, healthcare
and protection of the environment, as it gives impetus to the organic
production in Ukraine, arranges favourable conditions for production and
consumption of organic produce, and forms a comprehensive system of organic
sector development in Ukraine. The bill sets the principles of the governmental
policy and the fundamentals of organic production; determines the authorities
of administration bodies; fixes the general requirements for production,
processing and sale of organic produce.
The People´s Deputies emphasised that although the sector of agricultural production is growing, its activity remains beyond the legislative framework.
Characterizing the document, its authors singled out the specific principles of the organic production:
soil conservation with the methods to optimize biological activity of soil, provide balanced plant-food basis, preserving land and other resources necessary for the organic production;
minimize use of non-reducible resources and non-agriculture products;
wastes and by-products of plant or animal origin management in the course of organic production;
sustaining of animal health, stimulating their native immunity and selection of relevant forage;
sustaining of plant persistence selecting necessary types of crops rotation, mechanical, physical and biological protection methods.
The structure of the document is close to the EU Directive № 834/2007 defining general frameworks and principles of organic agricultural industry, requirements to the producing process of the agricultural products their recycling and output of food products, features and marking of organic production; inspection/control system of production, in particular, its import to the EU countries.
